Health Care Reform Update – Exchange/Marketplace Options
Health Care Reform or The Affordable Care Act (also known as the ACA) requires all employers that are subject to federal wage and hour laws (including states, municipalities and other government bodies) to distribute a notice to all active employees about new Exchange/Marketplace medical coverage. This new coverage will be available to individuals, families and small employer groups as of January 1, 2014 — with enrollment commencing as soon as October 1, 2013.
The City of Mesa will comply with this notice requirement and mail a “Notice of Health Insurance Marketplace Coverage Options” to all active employees at their address of record, starting September 19, 2013 – regardless of whether or not you are currently eligible or participating in a City sponsored medical plan. A copy of the Notice will be posted on the Benefits website at

The purpose of the Notice is to inform you of the existence of the Health Insurance Marketplace, give you a description of the services provided, give information about subsidized coverage opportunities and tell you how to contact the Health Insurance Marketplace to request assistance. The Notice also warns you of the loss of favorable tax treatment from your City-sponsored health coverage, if you purchase coverage through the Marketplace instead of through your City sponsored plan (if otherwise eligible).  In addition, if you purchase coverage through the health insurance marketplace, you will lose any City contribution toward the cost of employer-provided coverage.
As you review the federally required Notice, keep in mind that any employee who has access to affordable, minimum value coverage (as the law defines it) is not eligible for subsidized coverage through a Health Insurance Marketplace. City of Mesa employees covered under or eligible for a City of Mesa Health Plan have access to affordable, minimum value coverage under the law and so are unlikely to qualify for subsidized coverage through the Marketplace.
