Mesa, AZ – A grand opening ceremony was held today for Encore on First, 25 W. First Ave. Encore, developed by Mesa Housing Associates, is a five story, 81 unit urban building designed to provide transit oriented living for independent seniors in the downtown area.
“We are happy to see quality private investments like Encore on First coming to the City,” Mayor Scott Smith said. “It shows people have decided that downtown Mesa is a great place to invest.”
Encore on First Avenue was developed using the form-based code approved by Mesa City Council in 2012. The code is designed to be flexible and help create a compact, vibrant and walkable transit-oriented urban built environment or create traditional neighborhoods with a greater emphasis on quality and scale of buildings.
“This beautiful building that we open today is truly an example of Mesa’s commitment to revitalize our downtown,” District 4 Councilmember Chris Glover said. “We have transformed an old parking lot and turned it into a neighborhood, where the residents will have easy access to the Mesa Arts Center, light rail and our downtown businesses.”
Encore on First helps the City achieve one of its goals of having people live in downtown Mesa. Residents of Encore on First will have easy access to Mesa Arts Center, light rail, colleges, retail, churches and other amenities.
“Encore is a great example of a public-private partnership as it qualified for the state’s housing tax credit, which was key to this new urban housing becoming a reality,” Arizona Department of Housing Director (ADOH) Michael Trailor said.
Encore on First utilized ADOH tax credits. The project met or exceeded the ADOH requirements and residents have begun to move into the new building.
